Raymond McGovern (born August 25, 1939) is a former CIA officer turned political activist. McGovern was a CIA analyst from 1963 to 1990, and in the 1980s chaired National Intelligence Estimates and prepared the President's Daily Brief. He received the Intelligence Commendation Medal at his retirement, returning it in 2006 to protest the CIA's involvement in torture. McGovern's post-retirement work includes commenting for Consortium News, RT, and Sputnik News, among other outlets, on intelligence and foreign policy issues. In 2003 he co-founded Veteran Intelligence Professionals for Sanity (VIPS).

It's really important for people to hear this. Blue collar workers wave the flag and speak earnestly of patriotism; they provide the strongest support for all this militarisation; they are also the least well informed about the subject. And that's how the Pentagon likes to keep it.

The demarkation line was actually the border of former _'West Germany'_ which holds true to this day with the bulk of personnel stationed in Bavaria, Baden-Wurttemberg and North Rhine- Westphalia and others, hugging the borders to Western Europe with up to 150.000 men vs less than 50.000 in former states of 'East Germany'.

That the 'Visograd'-group (Poland and others) would be part of NATO would have defeated the Russian interest in a 'buffer state' which certainly motivated Russian proposals of German _neutral_ independence since STALIN.

The key term here is what John Mearsheimer calls a strive for *liberal hegemony*, expecting to *'Westernize'* Eastern Europe to the degree that another 'Operation Barbarossa' or 'Second Polish War' (euphemism for Bonaparte's invasion of Russia) becomes realistic.
