17:19 is it possible to play 22 - Re8? If Queen takes, mate in 2; if King takes, at least you might have an ending with Queen vs Rook and Bishop...

b3 would have stopped the Bishop from finding a use. The rook move should have been considered as an extension of the Qd6 crowding the pawn. The rook would crowd the Black Queen keeping with the crowding theme.
As too would the b3 move. The Harry the Hero moves were admirable but he should have squashed counter play first. In my opinion.

I could argue that 27. Qxh8 Rxh8 28 Bxh8 is better over 27. Qc7+ .. Bxh8. Because a queen vs rook requires more technique and your opponent has more practical chances. Bishop vs nothing is just game over, almost every opponent will resign at that point.
