Classic case of diplomats making treaties without consulting military. Given Federation tech does NOT generally nullify the advantages of cloaking devices, it is a stupid condition for the Federation to cede to.

You are correct to a certain point there's a lot of Star Trek lore and they're actually were Star Trek ships that had cloaking devices to include the USS Enterprise B you should look into why the Excelsior classes had the extra engines for impulse and they had the new bulges out near the deflector but there were specific Star Trek ships built to have cloaking devices look into the tommed incident of star trek lore and all tbe years leading up to it. The lost years of star trek had the cloaks
