I think the messaging to the American people is the MOST important part. If you hold your cards so close to your chest that only the top level officials can see them, no one below them knows *what* is going on, let alone that there *IS* anything going on. You can't defend yourself against threats you don't know exist, except through prayer, and God receives LOTS of prayers, constantly. I'm glad the change has been implemented to reveal our cards when it's advantageous to us, because otherwise it makes it much easier for nefarious actors to attack the government, people, and institutions, be it a lowly small business or Fortune 500 companies like Microsoft or Google. If the American people KNOW there are threats to watch out for, our nets and spider's webs of cyber defense will catch many more of them before they can even START infiltrating, let alone rooting out the ones that have been there for God knows how long.

If I may recommend one book for readers: Spycatcher, by Peter Wright.
