The army would kill most of humanity, but Gero has a good history of keeping himself hidden, the labs he had were only found out because Cell revealed his history, and Bulma knew about Gero, and his lab, just not the exact location. (I'm not sure why Gero would give out that type of information, but I guess he could have a good connection with Bulma’s father.)
