Blocking because feet are not set he was moving beyond contact and he was to far outside the paint

The dribbler initiated the contact, clearly leading with his shoulder to knock the defender back and create separation. It's an obvious charge in any league that's not the NBA.

Dude, hundred percent a charge, defender doesn’t need to have his feet set, he just needs to be in the path and have beaten the driving player to the spot, he knocked the guy over after lowering his shoulder.
