not a charge but a offensive foul with the shoulder if the shoulder wasn't hard than a block but it doesn't matter either choice is the defender's benefit.

Block. Feet weren't set he was trying to move into the player when the player went up for the shot attempt he he caught his legs which tripped him up. No dropped shoulder. If he had dropped his shoulder then feet moving wouldn't be a factor.
