This is a good example of the famous Seneca saying that “Luck is what happens when preparation meets opportunity.” Yes, Israel benefited from a favorable opportunity to take him out, but it was not just pure luck. Israel made a decision to go into Rafah (despite great pressure) and cut off Gaza from Egypt. That ended Sinwar's easy escape route. Also, Israeli patrols have reduced freedom of movement and eliminated shelters and buildings he could have used to hide. So, they were effectively closing a net for a while and it led to a favorable outcome.

No, they knew Sinwar was somewhere in the area. The IDf have been increasingly closing in on him, and limiting more and more the area he could operate in. It's probably even sweeter, though, that he was killed in a chance encounter. This won't stop the war, though, which will only happen when all the hostages are released.
