Israel made a decision to go into Rafah (despite great pressure) and cut off Gaza from Egypt. That ended Sinwar's easy escape route. Also, Israeli patrols have reduced freedom of movement and eliminated shelters and buildings he could have used to hide. So, they were effectively closing a net for a while and it led to a favorable outcome.
