Not even remotely true, half of Batmans villains would have no problem dealing with superman due to them using mainly mental based attacks

good superman arests them all and hands them over, half are out the next day due to corruption or just break out. the other half don't mind since the jail time they would get is less then the hospital stay would be if batman beat them. evil superman kills them and batman takes superman down. and i would love to see a krytonian joker show up

Also let's face it superman couldn't beat some of the villains because they screw with the mind and mental strength more than power.
