Don't there has to be a specific charge before you can pardon someone? It don't make sense to have an open ended pardon without any charges brought up

Bottom line, the Presidents ability to pardon is pretty much absolute. As to “if” the president will do this, he has already said essentially this. As to his crimes that he will be charged with after leaving office? Also answered, he has stated that he will never be charged, he “can” (as in might) resign on his last days, and Pence’s first act would be to pardon trump of all crimes.
