Absolutely not... No way.
This is just being done for the camera, because the wave is very small and the water is very clear.
The board should be pushed down until the arms are straight, while one foot sinks the back part and the other leg goes up as high as possible to sink the board as much as possible.
It is also important not to take your foot off the back part of the board, until the front part is as close to the chest as possible and the wave has passed.

Just use the surf tower already in place for the Olympics. No need to build a fancy new one and destroy the reef in the process.
