Tell me one thing how current can flow from fault point to ground and ground to to neutral point because ground is made up of soil and rock ?

How about short circuit current then? phase fault short circuit current will be greater than earth fault, how can it be limited? thx

The neutral grounding resistor should be zero for enough current to blow the fuse.
A high neutral grounding resistor will result in not enough current flowing and not blowing the fuse.
