The beginning of this vid. sounds like a propaganda piece for Qosh Tepi's construction. But watch on...

The Amu Darya's water is already over-used, as demonstrated by the absence of the Aral Sea! The fact that the canal's construction is being rushed, with its bed insufficiently lined suggest that assurances by the Taliban that this will not affect water supplies are bogus. No other government recognises the Taliban as the government of Afghanistan. Taken together, this would indicate that Qosh Tepi is mainly an instrument of political leverage.
