It's actually nothing but a peltier module attached inside that cooling disc.. which will cause it to cool on one side and heat up on other side, the chip is designed to keep the temperature difference constant, hence if u dont take away the heat from the hot side then it will eventually overwhelm the whole system and it will start to get hot again.. that's where the water flow comes in, it takes away the heat quickly.. so the hot side is roughly kept at below room temperature or further below, which triggers the cold side to get colder in order to keep the temp difference same.. that's how it gets chilling cold..
