I actually would say Mai wins, she is effective both long and short range, Ty lee depends usually on the openings that Mai provides and needs to get really close. Mai doesn't need that.

Speed Ty Lee not even close: when Mai fights lightning timers like Katara she seems to just keep up while Ty Lee casually blitzes Katara and effortlessly dodges her attacks
Hax Ty Lee: girl can paralyzed you with one hit.

This is not even a debate. The Narrative sees Ty Lee as a huge threat while it never really doesn't it for Mai with Katara in the chase saying she's more terrified of Ty Lee than the other 2 even if Azula is a bigger threat and even when the 2 fight the earth benders the camera puts all it's effort in showing how fodder these guys are to her.
