When it comes to just sage mode kabuto should be Above, Minato and Jiraiya imo. Having Madara on the list is actually braindead since he needed Hashi cells.

Sage mode doesn't use chakra, it uses nature chakra or energy, that the user has to gather by becoming one with nature via sitting completelly still and being in harmony with nature. Mibati didn't use sage mode while he was alive because even tho he was a perfect sage, he was bad at the gathering part, and it took him ages to gather enough nature chakra to enter sage mode. When he came back as an edo tensei zombie, he had half of Kurama sealed in him as well, who was gathering nature chakra for him, to enter and sustain his sage mode.

Hashirama is first bcz he almost defeated Madara with his sage power but Naruto and Jiraya struggled to defeat Pain with sage powers.

Madara does not have sage powers 😅

I mentioned Log, son of Orochimaru in 5th bcz his sage power is also very strong which also can be consider equal of kabuto's sage power but he had less screen time 😮

That’s a dum thought if u think Madara Sage mode is over Hashirama, Madara needs a medium can’t gather nor mold, Hashirama can Gather Mold and Store Senjutsu chakra.
It takes most sages long time too gather Naruto figured out how to store it, Uses Ninetails to gather more, uses clones too store as well he molds perfectly. Kabuto uses Jugo to be passive gather but jugos genes over does it making him imperfect for molding, Minato could enter the mode but couldn’t store it meaning he’d have to enter already or gather and mold prematurely in Sage mode but in the form he mastered it.
Jaraiya basically perfect can gather takes time uses frogs to gather for him more controlled and condensed than Jugos abilities but still not perfect at molding but wayyyy better than Kabuto had way more time mold training

Minato is generator and kushina is battery, so naruto is generator and battery become one
