House passes $1.2 trillion spending bill but Senate must still act

After House passage of the bill, the measure went to the Senate, where it had to pass before midnight to avert a partial government shutdown. There was also a surprise motion to oust House Speaker Mike Johnson. NBC News' Ryan Nobles reports.
