4 children among 6 people dead in Ottawa mass killing

A horrific scene in an Ottawa suburb overnight... as four children and two adults were killed in their home. Now, Ottawa Police are trying to figure out why a 19-year-old would commit such a horrific crime. Police believe he's an international student, who lived with the family that detectives allege he killed. Police say four children were found dead - the youngest, two-and-a-half months old, along with their mother and a family acquaintance. The children's father is the lone survivor and is recovering in hospital. The family were newcomers to Canada, who recently moved from Sri Lanka.

In Toronto there are lots of immigrant houses with rooms supposed to have only 2 pax but due to increase number of people with student visas looking for affordable bed space the 2 pax became 4, lounging area are converted into sleeping quarters all in all there are 12 to 15 individuals living in a small 2 bedrooms apartment, why the government of Canada tolerating this?
