Militants lol... how would a 'militant group' manage to plant so many explosives in such deep water? You need highly specialized equipment and highly skilled people, like deep sea divers also being experts in handling high explosives, for that.
Very few people are capapable of that... like special ops forces from advanced nations with large financial and technological resources...
