I run as administrator...and still cannot get VLC to open on Windows 10

I tried to unistall Vlc but can't find it on the Control Panel unistall list. Therefore I clicked on the Windows icon, then make appear the list of programs on the left side of the screen, right click on Vlc program, choose Pin to start, then on the Vlc icon just created right click and choose Uninstall.

Microsoft with their Windows 10 seems to be at a lost when it comes to Customer Satisfaction. My problem is simple the solution is hard (almost impossible to find).
Situation:
1.  I have an old laptop with Windows 7. All my family videos are there in mpeg format using a Sony Camcorder.
2. I buy a new laptop because I want 1TB memory to put all the videos in.
3. THE VIDEOS WONT PLAY PROPERLY!!! all sound, no video.
4. I copy and paste those same video files to a Mac. It plays flawlessly. AND I HAVE NEVER EVEN USED A MAC.
I tried the trouble shoot guide online still wont work. I swear I'm this close t switching over to Mac and I know I'm not the only one feeling the same way. again simple problem: MPEG VIDEOS PLAYS ON WINDOWS 7 - WON'T PLAY ON WINDOWS 10. TRIED IT ON A MAC IT PLAYS JUST FINE.
