A surprise visit means something unexpected, and astonishing. Something that happened without anyone's imagination. This visit was made solely with the consultation with Russians prior to the visit. Russians highest officials said that they were contacted by the US authorities and they agreed to postpone any military operations in Kiev for that period of time. No surprise. It was planned, discussed, and agreed upon.
