This information isn't accurate, in my experience. Mental age doesn't "fall behind"--although it might "appear" to do so. Does one have a reliable communication method with which they can demonstrate (accurately) their level of understanding? If not, I advise extreme caution in thinking that "mental age" can be known --particularly with respect to nonspeaking individuals. I write this for two reasons:
1) this happened to me before I was able to communicate my understanding
2) teaching someone based on what is believed to be their mental age can lead to very greatly underestimating what one understands, and denying them access to higher-level information.
I hope this doesn't come across as criticism, but rather, as an informed perspective.
