Do you count timed out hops as a hop? How would you count the amount of hops in your example?

What does it mean when there is a time out request on traceroute google ip server at hop 4 then at hop 13 to 21 before it completes

Any idea on what to do if the traceroute gets "Request timed out" ? I´ve had this issue and can´t even see the Rust server im joining.
