Unpopular opinion. Shadow was never meant to be "The Ultimate Lifeform". The Biolizard was the real weapon experiment. Shadow was a companion that Gerald Robotnik made for Maria, using some elements and tools from his other experiments to complete him. Shadow was a side project, and is related to the Biolizard on some level. But the Biolizard was the real project "Ultimate Lifeform". My reasoning for this: In the Shadow the Hedgehog game, we see the demonic alien race that chartered Robotnik's work; their themes, motifs, and even general appearance, are far closer in resemblance to the appearance of the Biolizard than Shadow. The gifts that the aliens gave Robotnik were their own genetic materials. Robotnik used most of it for the Biolizard, but a bit of it for Shadow. The two are basically brothers. But Shadow was the one that had the human gifts of consciousness and emotions. Whereas the Biolizard was the bio-weapon built to destroy the Earth. So when the aliens came, their leader recognized the parts of Shadow that he shared with them, and utilized Shadow as if he truly was the result of their creation. Either not knowing of the Biolizard, or not caring since it was gone now, and Shadow was what he could work with.
