What about lowering the weights a bit and using good form. Is it roughly the same as cheating with heavier weight?

The only measure to be able to to determine if someone is training hard is if he is going to failure .Weight /tempo is irrelevant, your initial statement is idiotic and makes no sense.The only reason why people don't want to lift correct is because they trying to lift heavier that what they can manage, because they will get butthurt
