this is a bit like Boris's plan to build 40 new hospitals....that number included refurbished wings of existing hospitals and was a complete con. They were already building a 1600 capacity prison next to Full Sutton near York, set up by the Tories, so no doubt they'll claim that. Tain't that easy to build that many prison spaces without a lost of cash. Could bring in the private sector, but then you still have to staff them
