Actually it is not called uvb-76 but uzb-76, people changed a letter for some unknown reason

The number station did not send those memes. The most likely source is someone with a low power transmitter near the recording sdr.

Not “hackers” just low-power stations, enough to be picked up by a sdr or radio in that area. Higher powered transmissions are unlikely but not impossible.
