I think for best protection its not a matter of “or” - its an “and”. Sandbags are great at protecting from strong streams or waves, while flex seal is great at, well, sealing off spaces from flooding.

As the Lockpicking Lawyer always says, a lock is only as good as the container's weakest component. I'll assume the flex seal works exactly as advertised due to the successful use of it in the past. However, how will it prevent the water pressing up against the windows or floating debris from shattering said window, rendering the sealed edges moot?

In my years of flood fighting. My recollection is ... Those sandbags should have been 2/3s full. 30-40 lbs. Always laying them slack. They need to conform to the layer below. Not packed full and rigid. Otherwise that leaves room for water to get through.

Like I said, the idea is great but I really doubt the windows, especially old, would be able to handle the weight of the water if it rises too much. Using both methods would be a better idea IMO. Sandbags serving as a first barrier and Flex Seal serving as a backup solution if the first one fails.

But the thing is: water rarely just rises, it comes with a lot of force and with debris in it. So some mass like sand bags are crucial to protect against that. The flex seal stuff would be a great addition to that though!
