I’m not a Gravity Falls Fan, but here’s what I think the stats would be:

Strength: FatalError
Fatal is easily physically stronger. But if we’re talking about how much damage his abilities do, he’s much stronger than he is physically. Fatal Error could easily rip apart Bill’s whole universe if he wanted to, and he could have even KILLED Error and Ink. He only failed to kill those two because he crashed, allowing them to escape.

Durability: FatalError
Fatal Error has a melty body due to his overload of Determination, thus allowing him to take A LOT of hits before getting physically wounded. He is also able to survive universal erasures as shown by the fact that he has already done so.

Speed: FatalError
Fatal Error is able to teleport, sure, and so is Bill Cipher (maybe). FatalError is also wild, erratic, and unpredictable in his moves, so Bill would have a hard time keeping up.

IQ/BIQ: Bill Cipher
This is a no-brainer. FatalError just relies on brute force and instincts to kill his opponents, and because of his psychotic tendencies, he is devoid of ANY tact, whereas Bill may be insane, but he is much smarter, as shown by him being able to outsmart almost everyone in the Gravity Falls universe.

Hax: Tie
