It is actually true that ground based transformers can’t just fly. It requires surgery and modifications to do it if they weren’t born with it. Megatron is one such example, he was a tank type, but gained the ability to fly via surgical modifications.

Fun fact, in G1 ALL transdormers could fly, no transformation required.

The real reason is that a trip that far would take way too much energon and would require the use of a space bridge (which the key activates) or a quantum drive which hasn’t been invented in the live action continuities.

Ironically in TFA they explain how only deceptions can fly because they developed their bodies to specifically be able to fly. I don't see why he couldn't just say that in the film

From what I remember the reason autobots can’t fly is
A-first it was they were built for manual labor, so only a few were made with flying capabilities. I feel like that could make sense why in the movie the one built for transport could fly
B-in a retcon, it was made that autobots were the 1.0 version, and the deceptions were the 2.0 version, built for combat so they got flight. Kinda makes sense since deceptions tend to be ruthless and aggressive
