BRO YOU LITERALLY OPENED DS4 AGAIN AFTER RESTART. JUST EXIT DS4 RESTART PC AND YOU CAN PLAY FIFA. DONT TRY AND OPEN IT AGAIN. WHAT I NEED TO KNOW IS HOW TO PROPERLY EXIT DS4 WINDOWS SO THAT I DONT HAVE TO RESTART THE PC
Just stop the service then exit from ds4 then u will be able to play. Just found the solution today

Just rename the DS4Windows to something else, restar the computer and Play. It is working for me.
