Please note that its very hard to define the cheapest Electric Car available dueto heavy subsidies by governments all around the world. As far as I am aware the Zetta car has zero subsidies by the Russian government on a sold unit, giving it a high probability that it is the cheapest Electric car in the world based on production costs and market viability. 15,000 units are planned to be produced per year.
