In the fifth panel, speakers Lord Alex Carlile and Laura Donohue discuss legal and policy implications of terrorism and counterterrorism. Lord Carlile discussed the difficulties of developing good terrorism legislation and implementation. Dr. Donohue explored the socially constructed false reality that is created by social media, and how its manipulation may be detrimental to democracy.
