Once first thought would be that the mom should’ve walked out in immediately have hugged her, but unfortunately, with this being their first meeting, how was Mom) supposed to know that that was even something that she would want her to do. I believe that she tried to respect the boundary, and as soon as the girl said, she wanted a hug, her mother hopped up immediately.
