What is the difference between IHL, human rights law and international criminal law?

International Humanitarian Law (IHL) and International human rights law (IHRL) are bodies of international law that share some of the same aims. Both protect the lives and dignity of individuals. IHL only applies to armed conflicts. IHRL always applies. Whether during peace or war.

International criminal law (ICL) regulates serious atrocities and specifies how States need to act to find and prosecute people who have committed such serious violations.

IHL, it was one of the last exam questions i have answered right in ICRC written test for new position.

2:20 What does it mean "provided it has jurisdiction"? Don't breaches of IHL mean that States are obliged to seek and prosecute the people committing the war crimes?
Or does the video mean that if the individual State is not willing/able to put someone on trial, that the ICC can do it instead?
