Without the need for the government to pay theirs due such as territory, stipend or respect in court... All that requires sacrifices needs cost to be paid and the Meiji government doesn't want to pay no more.

that's not entirely true there were many samurai who served the other side in the rebellion and there were many samurai families that had heavy influence in the government until ww2
