Why would he? It would be better for him to be in direct conflict with the Democrats or make spectacular (budget) deals with them than facing Republican ineptness in Congress in the next two years. Does he need them for the trade war or pulling the US out of the Iran deal? The tax cuts are done and there is not much else they could agree on and pass anyway, so why should he care?

"Would the democratic caucus be better off without Joe Manchin?" - To me, this is just like asking if it's better if some "purer" version the democratic caucus remains in the minority. Why would you want to trade someone who votes with you sometimes for someone who never votes with you? I just don't get this rejection of a 50-state strategy.
