It's worse than you say. Walz didn't say he carried a weapon of war "during" war; he said he carried a weapon of war "in" war, claiming he was actually in combat in a war. As a congressman, he voted for the Stolen Valor Act of 2013.

Tim Walz was "Frocked" to the rank of CSM. This is an action the military does when someone is appointed to a position and need the rank to do the job. It is not an official promotion till you meet all the requirement for the promotion. You are paid as a E-8 not as an E-9
