Kandyman (and a number of classic Who villains on this list) are FAR more entertaining to watch than any villain in S.11.

The Kandyman is just great. Remember that The Happiness Patrol was a big joke and never meant to be taken serious. Just like Paradise Towers with Caretaker Hitler. :-D

I actually liked "The Krotons" and "Happiness Patrol". I even got my Happiness Patrol DVD signed by McCoy and Alred at a comic con once.

Most of these are just weak costumes. If some of these were updated they could work better. Plus more series 11 villains needed to make the list. Also Vorg wasn't a villain and many fans love the Kandyman.
