For PY what do you mean by as long as you don't have tax obligations in other countries you don't pay tax on foreigned source income? To go deeper, let's say you are a non-usa citizen/resident and had a business in america that was solely generating income from the usa but you had tax obligations for this american sourced income, how would this affect the paraguayan tax system? Would paraguay not allow you to benefit from the tax-territorial system due to this obligation and therefore paraguay would tax you on this foreign sourced income scenario?
