Foxes are weird and have a large range of vocalizations. Screaming, singing, and laughing are included in these.

i think the reason why glaceon sounds the way it does in that game is because it's supposed to be arctic mammals, and seeing as how all eeveelutions and eevee included are generic mammals (I;E not cat nor dog nor fox. all three.) glaceon is supposed to be the arctic ones, and so it barking near the end is the sled dog leitmotif coming through, glaceon's built like an arctic fox, meows and barks, and is cute like a dog (and probably as loyal as one too)
