Well...at that point I think it would be worth taking a page from the Braess's paradox and remove connections that are close to others. That way traffic would route farther upstream, decreasing the density of conflicts, and allowing those other roads to be recast into streets.

What ever that engineer planning this smoked, it is not good!

About the problematic left turns: maybe they can just send the cars to the next intersection and only allow right turns here?
