Huh? United has been dragged through the mud for their spend and their poor results. Also...Arsenal have spent less than City, United, and Chelsea. The big difference is that Arsenal has a better result for their spend so it somewhat forgiven. The problem is that Pep doesn't account for all of the spending City did starting with the takeover in 2008. He only brings up the lack of spending since they figured the PL was going to crack down on them for FFP violations.
