I’m not sure which legendaries in which generation I would call the best, but Gen 3’s are pretty up there. Something about natural disasters made into Pokémon is just awesome.

Gen 3’s entire legendary dex is solid no matter which mon you look at. The Regis are baller, the Twins are slick, the box art trio are unrivaled by design and presence to all following gens, and its two mythicals are some of the most interesting mythicals thanks to their lore and outerspace origin. Some gens may have more legends to list, but I don’t think another gen can say all their legendaries are interesting like Hoenn does.

According to looks and forms yes. But gen 4 legends according to power can blow out all other Pokemon without any trouble whatsoever.

I think Gen 3 in general was the golden age of pokemon. It has the best legendaries, best starters, best overall 'mons, best region, gyms, and it introduced two different opposing sides. This was the generation that most pokemon fans from the late 2000's played and grew up with and now their kids are playing SWSH, GO, Arceus, and soon Scar/Vilo.
