For anyone wondering I just checked and its still there, before you publish your video, go towards the bottom underneath the age restriction tab (show more) . keep going down until you see the
(checked) Allow embedding
un>(checked) Publish to subscriptions feed and notify subscribers. It should appear right before the Education tab.
