Buzz freezes because he sees everyone else do so. If you arrived on a strange planet and the locals suddenly tell you that something is coming, you'd probably follow their lead and freeze.

The reason why Cinderella's glass slipper didn't return when the clock strikes at midnight is because the slipper was new meaning the fairy godmother changed the mouses into horses and the pumpkin into a cartage but the only thing that didn't exist before was the slippers which were magical made for Cinderella at that moment so the slipper doesn't have a previous object to return back.
