International law of the sea was mainly developed by Britain alongside other 18th and 19th century powers, who were very interested in freedom to exploit the seas. However, it's simply not true that we are powerless to control anyrhing in our adjacent waters. A ship has a right to innocent passage but: "Passage is innocent so long as it is not prejudicial to the peace, good order or security of the coastal State"
