The Cost of Unemployment...Who pays for it?

Many States are running large deficits in their UI Trusts. After a year of high payouts, employers are getting huge tax increases to cover the costs. This will lead to more businesses closing, more unemployment...the trickle down effect. Someone has to pay for the cost of it all.
