People are gonna go to Shinjuku and do the same. Only people losing are gonna be convenience stores in Shibuya. If they expect young people to pay the exorbitant prices that a nightclub and drinks in there cost, then they don't know how humans think. This has always been much more of a problem in Europe and plans trying to regulate it have never worked.

It’s not enforced in anyway just right out side the station but that’s all. People still drink in parks and roof top parks still

Malicious compliance requires that you drink on the very edge of the district. For example, Omote-Sando train station is in Minato "City" and not Shibuya "City". Hell, technically more than half of Shinjuku station isn't in Shinjuku.

Maybe it's a good thing so that people don't pass out on the street? Japan makes some really dumb laws, but this ain't one of them. That's kinda the whole point of bars in the first place.
