Mining corporations in the Philippines are largely owned by the oligarchs because of the 60/40 rule in the 1987 Constitution that requires foreign-owned mining corporations to tie up with local mining corporation counterparts with 60% equity must be invested by the latter.

If you see mining company in a country but there's no smelters.. it's an indication that country being used for exploitation only. Where the raw coppers go next after extracted for smelting process? China, Japan, India for smelted for pure coppers, sometimes they get the gold too (rare cases).. what the philippines get? taxes, extraction waste, and that's it.. the pure copper or gold value goes to countries with proper smelters and filtering. In japan & china, the coppers used to make wires for eletronic devices or end products then they sell it back to the philipines.. it happen if you pick leader who lack on geopolitics (Leverage geography using politics) based on national interest

The oligarchs nixed PH industrialization. They prefer Jollibee and Chow King expansions.
